No you can't control the dice although for some reason many people would like you to think they can. I've worked in Casinos for 21 years and never seen anyone do it.

Theoretically, if every parameter in tossing the dice is constant, they should roll the same way every time. However, there are too many variables to accurately predict the outcome.
The Dice Companies need you to believe it is a totally random outcome. You can also bet the odds that are most in your favor.
