Most animals do that butt sniffin, lickin, thing.
I suppose the reason that their mouth opens is because they are using their full seances to capture the scent.
Hope this helps.

Don't worry, your cat is acting normal. Your cat isn't gasping, he's smelling the aroma of the other cat, he opens his mouth to better smell the fragrance, My cats and I have 10 do this at different times, it's no big deal sorta like dogs saying hi or getting a messsage as to what the other guy has to say. Butt licking tho can be a deterrent to cat kisses. So if it persists you can gently clean the behind of the smell-ee so the smell-er won't linger as long or maybe not at all. Use a very gentle soap and washcloth and be sure to rinse well. See how that works for you. Good luck
There's nothing like a butt licking cat to entertain the company. ha ha Remember the humor in it.

LOL - Cats recognize each other by scent. When I get Poppy groomed which includes a bath, Sophie doesn't recognize her when she gets home. She takes one good sniff and hisses. That goes on for about a day until The Popstar starts smelling more like herself.
As for licking, cats sometimes do groom each other. Mine do.
As a matter of fact, I took some quite hysterical photos of Sophie "going down on" Poppy. They're on my 360 - you should check them out!
In spite of the title, I don't actually believe there was anything sexual going on. But it was damned funny!

I think the weird expression he makes is because of the particular taste/smell. Other cats' butts contain chemicals after the digestion of their own food, so they are felt for a few seconds. And cats have quite keen senses.

Some cats just do that. Dogs take a sniff at other dogs' butts. I'd say it's normal.

Cats are attracted to certain smells. This behavior is quite normal. Is he fixed? Sometimes if a male cat is fixed, this behavior reduces considerably. Are your other cats fixed? A male cat is attuned to other cats that aren't fixed. Get your cat fixed and see if this wouldn't correct itself.

Yup, he's a pervert. And that reaction? It is commonly referred to as the "stinky face". It is what they do when they get a whiff of something they find offensive. Although, as you can see, that doesn't keep them from doing it over and over again.

He is just smelling their scents. This is normal for a young cat to do.
