We are in the U.S. and have homeschooled 4 children for upwards of 18 years. We have never had a problem. The gov't recognizes our children as being legitimate *students*. My daughter attended college with her home-school diploma. They never even asked to see it. All she needed to do was take the college placement test and then she started classes. She did take the CollegeBoard SAT and paid the exact same fee that all students pay. The fee was not higher for us than it was for each public school student.
Most of the early grade exams are unnecessary for a home-schooled child. Tests are merely a tool for the classroom to determine statistics. They are very seldom a true reflection of knowledge and ability.
The requirements vary from state to state -- in Oregon the child need only prove that they are at least in the 15th percentile for their grade. Grades 3, 5, 8 and 10 are the only required tests. Most home-school students top out in the upper percentile with their scores.
We do pay a nominal fee to take early grade level tests that are required by our state but we don't rely on the results. Instead, we focus on mastery of math concepts, perfecting writing ability and reading comprehension with a goal of preparing for college and the work-place.

Well, I'm not sure about elsewhere, but the U.S. recognizes homeschooling when the child is in highschool, if the program was accredited. However, I don't think they recognize before that. You have to have the child take tests to show that they are at or above grade level, from what I have understood.
