I believe it has more to do with height and weight if your talking about safety

The current recommendation by car safety experts is now children 15 and under should ride in the backseat. The American Academy of Pediatrics says 13 and under in the backseat.

From the AAP website:
All children up to age 13 years are safest in the back seat. If you must put a child in the front seat, slide the vehicle seat back as far as it will go. Make sure your child is properly restrained for his age and size and stays in the proper position at all times. This will help prevent the air bag from striking your child.

It really has nothing to do with age, but with size. There are alot of big kids out there that maybe only 3 or 4 years old. But, there are also a lot of little kids out there that are 7 or 8. Use your own judgement. I would say they have to be at least 5 before I would put them in the front seat either way.

all countries and states have diff rules in australia queensland its 2 yrs for child to use seat belt in front
