Thermoelectric cooler does not need a compressor and freon. it needs a low DC voltage.

You don't necessarily need BiTe(N,P) type junctions for a thermoelectric cooler. There are lots of other types of Peltier junction coolers available.

They are sold on E-bay all the time, pretty cheap, too.

the n type semiconductor is formed by adding donor atoms to the silicon base. the system will remain neutral till the donor atom loses the electron(pentavalent donor) to form +ve immobilize ions. they themselves are just atoms and hence neutral.
