I am assuming you wish to learn english in the most efficient way, yes?
There are many ways to learn english. Some are more efficient than others. No method is the best, so choose what works for you.
Listen to english-language television and radio.
Find english speaking people and practice what you know with them.
Read english-language children's books, beginning with Dr. Seuss' "The Cat in the Hat". This series teaches many skills and uses easy words.
When you are able, read Strunk & White's "The Elements of Style", the "AP Style Book", and the beginning section of the Webster's dictionary to polish your understanding.

My son showed me one way that might work. He likes to watch movies on a DVD player. Changing the set-up to one of the foreign languages and setting up the subtitles on our language (English) just so he can read and listen to the movie. Then he changes the language and subtiles around and watches the movie again. This time so he can read the words he heard in the previous viewing. He has been doing this since he was 6 years old. I have not heard him speaking spanish yet, but I think it could be a good aid in learning another language.

A good way to help in learning English is to read, but read out loud so that you have practice and feel more comfortable using the words. Watching the news helps, lots of different stories and a good variety of topics too. Practice makes perfect.

Of course, conversing with others using forum boards or other Internet-based chat mediums, is also helpful.
