Get on a heavily patrolled highway and accelerate to between 90 and 95 mph. Swerve in and out of traffic while maintaing this speed. If on a toll road, all the better, zip past the toll booths without paying. Eventually you will get pulled over by a cop. When you do, have him check your balance on the traffic fine. Call the traffic clerk of court in the traffic division.

If it's in Court, go there and pay it. If it hasn't be filed with the Court, call the police department that stopped you.
