There are nice Japanese dictionaries on the internet, but I am looking for a good Japanese dictionary that will work without any internet connection. Could you recommend me an offline Japanese dictionary?
Moreover, I heard that that there are some good applications that help you study Kanji? Could you also recommend me a Kanji study application?

For studying Kanji, I am looking for an application that allows me to write Kanji and recognize it. Tejina has such a feature, but I need a key to upgrade to the full version.

If you download JWPce (just Google for it) it will work offline.
If you want to buy a dictionary, I highly recommend Berlitz's Japanese dictionary. It contains example sentences for nearly every word and a list of all 1,945 kanji (that is the most common ones all people need to know to be able to read a newspaper efficiently). The passages are alphabetized in romaji (and English) but also contain the correct way it is written in Japanese so you're not just stuck with romaji.

To study kanji try Tejina by Incors GmbH... There is also a nice game called Kanji Trainer Penpen. As for offline dictionaries, I think you ask too much. Why don't you buy one on CD-ROM?

Eheh of course you have to pay to use the full version, but if you are serious in your purpose of learning Japanese, some expenses are inevitable.

Eijiro by ALC is pretty decent. Check out their web site. Their online dictionary is pretty good and covers everything from slang all the way to technical, legal, and medical terms. J->E and E->J searches are equally easy.
