It's the acronym for "Iesvs Nazarenvs Rex Ivdaeorvm" or "Jesus of Nazareth The King of the Jews" Latin uses I for J and V for U.
Of note is that this only appears once in the four accounts of Jesus' death; in John 19:19
Mathew 27:37 reads "This is Jesus, The King of the Jews"
Mark 15:26 reads "The King of the Jews"
Luke 23:38 reads "This is The King of the Jews"

I don't know the exact translation either, but it was what was put over Jesus' head to designated Him as King of the Jews.
Pontius Pilate had it put there to designate what the Jews had accused him of. The Pharisees were not happy about that and asked him to change it to "He said he was kind of the Jews", but Pilate would not change it saying, "I've written what I've written".

I don't know lattin. But my friend named Jesus told me it is "Ietrout Nazret Rex Eitrout" (may be the spellings wrong but quiet sure he souded like this)
