It is probably the septic tank. Try using rid-x or some bleach and let it sit for a while. Bleach gets rid of any smell. Read the baking soda website. They say if you put a box of baking soda and vinegar it will clear the smell. Good luck.

Have you checked to see if the sewer vent is still unpluged and letting out the gasses nd smell.
Most houses have a pipe sticking up from the roof other than the heater vent. Many times this pipe gets plugged s check it.
If the gases and odor cant go out the vent then it will find the least resistance and that quite often isnthe toilet or drain in the bathroom.
Be sure to check this andif it is working as it should then look for another reason such as a vroken sour line under the house.
The sour in every residence should have a vent to let the gasses out and help protect your health.

First of all if you have a septic tank you need to have it professional emptied this should be done every 2-3yrs if its a private home.
If its a a commercial toilet it needs to be done yearly.
You can get a clean fresh smelling toilet with out harming our environment by using baking soda as all ready suggested but also use Essential oil of Thyme & Ti tree oil.

A persistant septic smell coming from a toilet is a problem with the toilet..
No one seems to know there is a seal under it. If you look at your toilet , or one you can see the contour of, you notice its kind of a sideways S , thats to keep the water in there and to help gases from escaping.
BUT, the toilet must connect to the sewer pipe. At that connection is a wax seal that goes bad. Replace it.

We had that situation in a house we rented, and that i understand the type you experience, the bathing room stinks and not something will clean it away.

You are going to need more than that. See you have to scrub the thing down.... use anything you can get your hands on. I like Kaboom. Then follow with some listerine. Then Frebreeze the room. Also, you may or may not want to give them or suggest to them get some Toilex Toilet Drops

Put cleanisol(i hope spellings are correct) in your flush tank. And put a note on the toilet wall to remind everybody " kindly flush after use".
