It is to improve signal to noise ratio of the detected IR signals. It is like turning off the lights in a movie theatre so that we can see clearer the dimmer images on the screen.

IR detectors are sensitive to IR radiation (surprise, surprise) which is given off by anything not at 0 Kelvins. The colder you can keep the housing around an IR sensor, the less 'background noise' gets mixed in with the data you're trying to collect.
