if it was saved as bitmap/paint just use stretch/skew in image
horizontal and vertical will be @ 100% this is the actual size if you want the picture to be half the size put both at 50% hit OK
if you don't like it click undo and try different size
sounds hard but its really easy:)

Usually scanned documents will be in .tif and having large dpi (dots per inch) or resolutions like 600 to 300 dpi. For printing purpose this resolution is necessary but for email and for other personal use you can reduce the resolution up to 92 dpi. This will save consider amount of size. Other think you can do it is to change the file compression algorithm, commonly used and best format is ‘jpg‘(jpeg).

when you save the scanned document save it in JPEG format and reduce the "dpi" to anywhere between 50 to 150 dpi depending on what size of file do you want.

Scan at 75 Dpi.

If you have Photoshop or some other Image editing Program you would have a Save for Web or similar option which would give you the best file size to quality.

Save Photos as Jpegs and Drawings or text as GIFS.

hp printers have options to the right of the preview scan for chaning the dpi to whatever you want before the actual scan. Or you can scan into paint shop pro and change the size there too.

In Photoshop / photopaint etc. imaging softwares, you can reduce the size of an image. The command used will be resample.
