Is it odd to complement men on their appearance or looks in the same way that you would a women. Or do different rules apply?
Also what topics (besides your size and sexual prowess) make you feel good.

it's not odd at all. men love complement, specially on their appearance (we're just like peacocks, always displaying our colorful plummage). specify your complement.
complementing us in appearance, decisions made, good deeds, boosts our ego.

Different rules apply. I would say anyways. I think that they already know what you are going to be attracted to just like women do but they don't want you to tell them about it because most of them don't care. They like to know your thoughts on sports, cars, and other women. That should complement them millions.

Men want to be complimented as much as women. I would say handsome instead of pretty or beautiful though. Although I would never turn down any compliment. In fact I think it would do most men, the non jerk types, a lot more good if their women complimented them more.

Compliment (!!) his look, the stare, not the way he looks, or somehow let him know the way he thinks, analyses and perceives the world are very good, strong and beautiful.
You love the way he thinks and just find his charisma sexy.
Tell him this enough, he's yours. He can't help it.
It's like telling you you're the most beautiful girl he's ever seen and means it.

No, it's not odd, we greatly appreciate it! As for other topics, I really like being told that it was a great time going out on a date with me, and that we should do it again sometime. I can't think of anything more complimentary than that.

My guy friends always tell me it makes then feel good when girls complement them on their eyes, smiles, hair, ect. Guys like their egos stroked, just like us girls. I don't know if they want to hear that they look pretty, but handsome works. If a guy looks good, tell him. You won't get a negative reaction. Plus it's a good conversation starter :)

Tell him that he's handsome, has nice hair and beautiful eyes, and a great muscular physique (of course this will only work if he actually DOES have a great physique).

Compliment a feature or a new haircut but do not go overboard or you will freak him out. LIke say," You have nice blonde hair. I have dyed mine that color. Is it natural?" or "I like your new haircut. When did you get it done?"

Say nice things like, "you got yourself a new haircut?", "nice shoes" or "nice pants", or "nice bag you have".

Anything that is nice.
