"计划生育" is not just "one child policy". In most situation, it's more like one labor policy. You have twins or more children at one time is not gonna be punished. Minorities can have more kids. And there are also some other exceptions.

Stop living in the USA "fear the commies" era. Those days have move on sinse then. The one child ruling has been changed since then and has many rules and other things. You can have more than one child but the goverment says we will give you child support for just one only. There are many people I know in china who have brothers or sisters.
