when the police, or division of motor vehicles, enter a name into their computer, up pops a photo of the individual. how can i do that? is there a website to retreive that on myself?

No you cant.

The information on the license is mostly public knowledge though, such as the address.

But, pictures of people is not, as people have the right to not have their picture taken and / or posted by other people.

I am sure there ARE ways to do this.
However you would have to get some kind of pirated files, and programs that are extremely illegal and hard to find/ hard to get people to give them out due to them MOST LIKELY not wanting to be caught themselves of course.
