the allocation of first class seats are dependant on the plane and not the distance of the flight....not directly at least......if the plane allocated for the particular flight is large enough and are equipped with first class seats there will be one then...

i have heard of first class seats in a plane where the flight time was 1 hour, however that was an international flight.

depends on the airline. some still have differing seat classes.

it's a cost-cutting issue for a lot of the european carriers who fly short-haul in europe - - rip out the first class and fill up with economy.

businesses are also getting more cost conscious - why fly your staff business or first for a 2 hour flight only? this in part has been why the low cost carriers are successful, businesses now book flights on these as well as established carriers

It depends. I've flown first class on a one-hour flight before. But it depends on the size of the plane. Most "regional jets" which have about 50 seats generally don't have first class, and these planes are flown on shorter flights in general. But bigger planes like Boeing 737s have first class sections. Unless you're flying Southwest - they don't have first class sections on their planes even though they fly Boeing 737s.

Every airline does it differently depending on the type of plane they are flying on any particular flight. contact the A/L of your choice and check for their seating arrangement.
you can count on most major airlines: American, United, Delta, etc. to have 1st class on al flights, but the smaller A/L's: ATA, Air Tran, Spirit, Song and Southwest usually do not have a separate
1st class seating arrangement.
enjoy your flight where ever you go.
