You can go out with whoever you want. But there are some things you need to consider here that are going to affect your relationship.
1. Your parents are not going to make things easy for you. They will worry that he's influencing your choices and will not want you too see him.
2. 16 is a long way from 13. Not in numbers but in maturity and expectations out of a relationship. 16 year old boys, while they do have the ability to be sweet and caring, are more often than not sex obessed. He will want you to fufill his sexual needs and at 13, you are not emotionally ready to cope with having sex or performing sexual acts.
3. Because the guy is older than you, he will try to exert authority over you. He may try to pressure you into things you don't want to do. He'll tell you to trust him, because he loves you but it's manipulation to get what he wants, not love.
4. If he does end up pressuring you into sexual acts, then it's likely that he'll break up with you straight after or if you refuse he'll threaten to break up with you. If you find yourself in either of these positions, let the jerk leave and don't cry any tears over him.
5. If you decide that you want to have sex with this boy, please, please wait until you are at least 16. If three years isn't such a big deal in age then three years won't be such a long time to wait to have sex. 16 is the legal age for a girl to have sex, so if your parents find out or you tell them you're sexually active, your boyfriend will not be thrown in prison for rape. If you haev sex with him before you're 16, he will be charged with rape, even if you consent it won't matter.

I don't think it's a good idea for you to date a 16 year old at this stage in your life because there are vast differences in what you both expect out of a relationship.

I know you think you're very old and mature I was once there myself but the truth is that you are still very young and your body is still maturing. You need to think about the character of a 16 year old boy/man that is interested in girls because that is what you are. what is it that appeals to him? is it your naivity that at that age he can more easily coerce you into to doing things that you would not normally do because you feel you need to be older. Also you should think what about his age is appealing to you and do you think that is a heathly relationship for a 13year old. Guard yourself when it comes to men... trust me you will know, I mean know when the right one comes around.

Unfortunately, with our society today that age gap won't be acceptable until your 18 (or older) and he is 21. Ofcourse, you are young so asking your parents would be the appropriate thing to do.

let me tell u that even i m 13 yrs old this is our age that we start liking each and every boy we see but take care and know that its the right person or not otherwise u may fall in trouble ok ???????????????????????????????????????????????/

I think that age is not a big deal. But I must say that older guys are normally more experienced and they may want something that you don't. Just be careful.

since you're only 13, absolutely not. 3 years at this period in your life is such a huge gap. chances are hes just interested in using you in the first place...stay out of it.
