I cant get rid of this program every time I try to delete it it says "its being used be another person or program close any program that are useing this." but everyone off my programs if off what does this mean help.

one of the running processes is associated with this program, boot in safe mode and uninstall program.

This program is being used by your computer in background. Check your task manager (both Applications & Processes). Kill any running instance of your program and then try to uninstall it. Should work.

Try rebooting and then try again.
Sometimes it works better to use "Shift+Delete" to bypass the recycle bin and some other factors.
