If it could, people won't hug everybody like their grandpa or teacher.
Sex is the most intimate action you could get ( if you do it with feelings). That's why forced sex is called rape and forced hug is probably only be called harassment.
Sex, when do it properly with the one you love, would give you the feeling of closeness (intimate) where no other action could give you.

It all depends on who you're hugging. A few years ago I was dating a guy and everything was fine. I went to the bar with some of my friends and my first love was there. I hadn't seen him in a long time but we had e-mailed back and forth just to keep in touch over the years. He walked up to me and looked straight at me and hugged me. It wasn't the type of hug where it's pat-pat. It was the type where it seemed the whole world stood still. The way he held me felt more intimate than anything I'd felt in a long time. I knew right then I couldn't be with anyone until they made me feel that way.
