Get enrolled in DEERS and get your ID card as soon as possible after you get married. Don't wait until he gets back to his base.
Don't count on every National Guard armory being able to register you in DEERS and do your ID card. Get on the phone and find the closest military or Federal government installation who can. Even though your husband is Army, it doesn't have to be an Army installation.
Make sure you ask about hours too. The Coast Guard and Navy Reserve do them in Cleveland, but only certain days and times. The last time I checked, the National Guard in Cleveland didn't have the equipment to do them and there were no plans to get it.
The two of you will need to take:
- His ID card (of course)
- Marriage certificate
- Your birth certificate
- Your Social Security card
- Your drivers license or state ID (picture ID)
The ID card installation will have the DD form; it's common between all services.

A lot of the answers people have listed for your question suck. Especially the Navy wife (get a life).
To answer your question as a current soldier in the Army who is MOS qualified in admin: he needs to have the marriage license, a copy of your birth cert, and SSN Card.
While he is still here on leave, call the neartest National Guard Armory and see if they can do ID cards. I work fulltime for the National Guard and each of our Battalion HQ has the ID card machine that is linked into DEERS. It is imperative that he is with youo when you get this done because he has to sign the DD Form 1172. Otherwise, he will have to mail you a signed DD1172 so you can get your ID card. You really need to do this, your ID card is also your health insurance card. The National Guard Armory should have no problem doing this for you. If they say they can't they are lying because we do ID cards everyday for not only every branch of the military, but also dependents and retirees.
Also, make sure he completes a DA Form 5960. This form authorizes him basic allowance for housing (BAH) which is extra tax free money. You can find this form at: www.usapa.army.mil

He will need a certified copy of the marriage certificate. DON'T LET HIM TAKE THE ORIGINAL! The chances of it getting lost are greater. Is there a military installation in your area? If so, once you get married, take a trip there. He can get you registered in DEERS at any military installation, and you can get your ID card at the same time. If you don't have a passport, you need to apply for one ASAP. It can take up to 6 months to get the passport, and you will need it to get into Germany. Other than that, he won't need any more paperwork.

Congrats I too married a soldier. He needs your marriage certificate, a copy of your birth certificate, and a copy of your social security card. The marriage licence from the courthouse in your area plus all your info like name, social security number, date of birth etc. The rest will be provided by the army.

You and him will have to go on base together after getting married so you can get enrolled in DEERS. You must be enrolled in DEERS in order to be issued your dependent ID card and also in order to enroll into TRICARE (the military medical system).
It would also be smart for you to get a power of attorney in case you need to handle anything for him while he's still overseas, and that will make things a lot easier.
Aside from that, it would be good for you to get to know the rear detachment and family support group from his unit. They can help you get ready for military life and understand what all you are going to need to make the move to Germany.
