You get goosebumps because momentary roughness to your skin is caused by the erection of papillae( the root of a hair) in response to cold or heat

goosebumps often occur because of a stimulation of nerves. this can happen when you encounter a temperature change (like a shower), fear, or sudden cold.

This is a hold over from a time when humans had more hair. The goose bumps would cause hair to stand up making the person appear larger. Its kind of like the appendix, it has no practical purpose anymore.
