pando program software?

Question

i tried to send pando and all their files to the recycle bin but all i got was access denied. Does mean my cpu could already be affected with a virus? If not how do I delete this program? Thank you.

probably, at least one of the files is being used by a running program, boot to safe mode and uninstall
