I wouldn't have thought anything of it if not for the "impossibly blue eyes". Am I wrong to read into this?

Yeah i agree with you there, i didn;t think much of it until i read that bit either. If you like her though, why not just ask her out and see what she says? If she's not romantically interested then you'll just be hanging out with a friend and if she is then it's your first date. The only person who can make your relationship uncomfortable is you, if you choose to make it so. You've got nothing to loose and love to gain.

No way you are not she wants you bad no one makes up a list like that without liking that person a lot. You should talk with her and see if the friendship is worth taking to the next level, after all a the basis for a great romantic relationship should be a good friendship.

Try making equally innocent gestures to her as well if you reciprocate the feeling. Obviously she is a moderately aggressive female or she wouldn't have taken a step like this. If you confirm your feelings for her as well by reciprocating this "flirting" she will probably take it to the next level.
This could be a lot of fun for you. She's a definite potential for having a dominatrix fetish.

Dont worry about it! If you are close friends, its ok for her to make up a list of stuff she likes about you! Just smile and go along and see where it leads. Dont stress, if anything was meant to happen, it will! And vice versa, if it was to stay the same, then it will, so dont worry about it. Cos thats what makes it uncomfortable!
