Umm, well I can't seem to really remember when it did!
You might have got it bundled on a Dell or HP computer a long time ago when the average PC cost over $2000. Now that they're dirt cheap (many under $700), the license to distribute Word isn't worth it when you're trying to keep a PC cheap.

Wordpad usually comes with new Pcs-it has less functions/formatting capabilities that Word. Microsoft word is a software application that you will need to buy (in the Microsoft Office Suite). This allows MS to get extra money from you.
If you dont have money/inclination to spend extra cash you could always download open source software http://www.openoffice.org/ and use that or you could use good old Notepad (free with Windows). If you save a notepad document as a rich text file .rtf (see file type options in the save dialogue box) you can then open it in Word on a PC that has word installed.

Word hasn't come bundled with computers in over ten years, and even back then you mostly got Works. If you bought a high-end business machine you might get Office, but not often.

Word never did. Some manufacturers included word in the cost and some included MS Works, but word is not automatically in windows. You can either pay for it, download a free word viewer from MS or use open office.

I just bought an HP with Vista, it came with works. I do not use works, instead, I am still using Office 2000 and it works just fine on Vista. I installed Office 200 the day I hooked it up, not a single problem.
