To control corruption in Government, the following steps have to be taken by all the citizens of the country:-
1) Refuse to pay money to grease any body's hands.
2) Do not yourself seek to do any thing illegally. Be on the right side of law.
3) Create forums to oversee that the authorities are doing the right things and that there are no consideration demanded or paid for doing the rightful things.
4) Create awareness about the need to cleanse our system free from corrupt practises. There should be public awareness about it. Whenever any wrong doing comes to light, people should not hesitate to agitate. Such movements should be organised in every village/town/cities.
5) A total revolution is the need of the hour.

1) The promises made by the ministers while election campaigns should be an agreement with the governor with all legal formalties. Failing to fulfill should cause a lifetime political death.
2) The government emloyees( Even the 4th grade employees) should answer the queries in writing that paper should have some importance in court.
3) Special fast track courts should be there to look into the cases of the govt and general people without any charges.

All the political leaders and all govt. officials should surrender their properties to the government. Then government may give some amount to meet the life for them. By this method we get chance to 80% eradicate corruption.

Harsh punishment - real jail, not some minimum security prison

In the case of businesses, paying back as much of the money stolen, including taking most of their estate and auctioning to throw in the proceeds too - you should lose EVERYTHING in a case like Enron

Prosecute politicians no matter what party

Outlaw lobbying with financial gifts and donations

Create a book that lists the corruption charge, date, details and punishment then publish it yearly - make corruption a true shame that stays for life, only then will people not take that risk

Increase funding for special investigations unit for corruption

take the profit out of war, and politics. Lt.Gen .Butler tried in 1934 to get a law passed that no military supplier or contractor could be paid more than a soldier in the field. As a winner of the CMH twice he was anti war. and if we took the lobbies out of politics 75% of the corruption would go with it. plus give 2 hours free air time to each candidate in the month before the election and no more so they run on their own ideas not on some others money.

Corruption will never be eradicated, too many people have their fingers in the easy money, greedy pie. Too many predators and victims, involved. However the best you can do is expect it to decrease and to control it. Have those Criminals involved ,to have a sense of Honor.
I would make a deal with the Major crime syndicates, that's mutually benefit to my goals and theirs. I would encourage ie, The Mafia to erase any minor participants and have a stronghold on the ones remaining. Thereby they Police themselves and dealing with the hierarchy of crime ,you know what's expected from each other. The smaller players aren't so easily defined. They are rebels and unpredictable, this way so much regulated crime would be considered ok, instead all out unbridled crime.
That's my view.

Ban special interest groups.

Legislate higher jail sentencing and investigate and prosecute bribary and under the table deals.

All contracts must have bidding process with no special favors.

Close loopholes used for evasive practices.

No special "appointments". Elections must be held.

Eliminate campaign contributions. Politicians must run from a general fund.

Corruption is a byproduct of stupidity and indicates lack of wisdom. The only way to eliminate corruption is to eliminate stupidity, considering that more than 90% of current human race may have issues with the grey matter this is difficult task.
