My cat had a bloody leg and I was told to put cayenne pepper to help stop the bleeding and to stop the cat from licking it.

Yes, cayenne or most any powdered substance will help stop bleeding. Cayenne will not sting or burn the wound (as you might think) but it is spicy and the cat probably won't lick it.
I use an infusion of cayenne, myrrh, and golden seal as an antiseptic myself; this is even very effective on staph, and less irritating than Betadine. This is how I know cayenne doesn't sting or burn.

OOOOOOWWWWIIIIIIIIIIIEEEEEEE

A bloody leg needs to be seen by a vet, hon. Could be an abscess, that needs antibiotics and sometimes a little surgery to drain it.
