they have developed surgeries that sterilize dogs; spay for females, neuter for males. its crazy sounding i know, but this modern world with its new fangled science. contact a local person called a veterinarian and they will help you with this

First off, you are prob going to have puppies if he is mounting her. I would get your dog neutered, he needs to be neutered anyway if you have no interest in breeding him. Many organizations do it for cheap/assist if price is an issue. If he is already neutered I would not worry about it. As far as the other familys dog goes, I would tell them they MUST get their dog fixed. Both for her health and your peace. No offense, but if these people are living in your basement they prob do not have enough room for or can afford to provide for puppies if their mama dog has any. Once again, many, many organizations have spay/neuter mobile clinics that work by appt, and facilities. If you live in a small area like I do and these are not common, go to your vet. Once again if money is an issue, most vets would be more than happy to do this on a payment plan as little as $5-$10 a week, rather than know if they do not provide the service it will only add to the problem of too many unwanted / uncared for companion animals. Please urge them to get her fixed and if need be, if they agree to do it , but don't want to take the time, YOU do it. GOOD LUCK

This is normal behavior for your male dog. When a female is in heat, she gives of pheromones, and those put the male dog "in the mood". Male dogs aren't ready to mate unless a female gives off those pheromones.
The best thing you can do is to have your dog fixed and recommend to your neighbors that they have their female fixed as well. Not only will it keep your dog (and you) from going crazy, it will also prevent any unwanted litters.
At the risk of stating the obvious: please do not let these two dogs out into the backyard together while the female is in heat! That's just irresponsible and you might end up with a whole litter of mixed pups that nobody wants.

I'm the poster. I would just like to clear a few things up. My male dog can't be neutered because of medical reasons. I do have a female dog of my own and she is spayed. The female that is in heat is not my dog so I cannot spay her or do anything about that.

I am actually going through this myself right now. Only both
dogs are mine. My male isn't eating normally and he cries
for the female. There isn't really much you can do, it is
natural for you dog to respond the way that he is. You can
try giving him special treats and maybe taking him for a walk
to get away from the other dog. The good news is that it
shouldn't last for to much longer.

And don't let them out together, she'll get pregnant, if she isn't already.
Can't be neutered for medical reasons???? Please explain, I've never heard of that. And if a vet has told you your dog can't survive anesthesia, that's a crock of bull and you should see another vet.
And if you are the landlord, then you DO have a say in the matter. From now on, neutered pets only.

Get your female fixed. That ensures no puppies. Get the male fixed too if he isn't. That tends to calm the hormones.

how would you feel? you are stressing your dog out which is very unessecary!! hmmmm... thats an easy one, its called castration, get him fixed. and if you are one of those guys who has a problem your dogs testicles not being there because he doesnt look manly their are implants if you are that desperate, why isnt he fixed already?
