Try contrasting colors like orange. Maybe lighter shades of blue. If you accent the room with darker blue curtains and bed linen then the room will appear brighter

Light values of orange.
Pick a paint store ( i use www.sherwinwilliams.com) and do a virtual room in the colors you are thiking of using. Even though blue and orange sound odd, try them out anyway, you can use any value of orange. By brighter do you mean more exciting? If so, use bold oranges, if by "bright" you mean more light, use light values.

If you're wanting to make it brighter it must be a dark blue. I would try contrasting colors. That would make the dark blue not seem as dark.

white will make it "pop"! You'll love it. Think of the bright blue ocean washing up on soft sandy white beaches. Blue and stark white are perfect together. Especially approaching spring and summer.
