I am not over weight and my legs are in great shape. But im starting to work out just to tone my arms and get healthy. Will running and walking make my legs and claves bulky or keep them slim? And how do i tone my body without becoming big and muscular?

women on average produce 1/10 the amount of testosterone that men do. the amount of circulated androgens in the body has a direct effect on the "potential" for muscle growth and size. with low levels of these hormones it's physiologically impossible for a women to get big with out supplementing with steroids, etc. the 2nd factor is the diet. exercise only provides the stimulus in the end the diet and amount of calories determines how big or small muscles will be. if you don't eat a caloric excess the muscles will not grow larger regardless of the type of exercise performed

Running will generally not bulk up your legs, so I wouldn't worry about getting thunder-thighs going for a jog. As for the "toning" question - if your wieght training effort revolves around "toning", you probably are not going to get to big. Muscle size generally comes from a (1) greater than normal training stimulus and (2) a surplus of calories in the diet.

The reason I keep keying in the word "toning" is because usually people who say they need to "tone up", usually don't have any muscle to begin with and actually need to build some.

It seems that people outside those who weight train regularily think that the minute they lift a barbell over their head they will become these hulking, muscluar leviathans. This seems to be a misconseption that women have (or had). It takes time, effort, & dedication to build muscle, and for the ladies who think they will get to big if they lift weights, it also takes tesosterone, which, unless you're buddies with your pharmacist, is in short supply in women.

from cardio exercise you are not gona get bulky.
combine it with light weight training and you will get lean muscles.
you get bulky if you lift heavy weights (increase them with every time).

no are you a guy or girl guys bulk up with mussels girls build mussel but dont usualy bulk up without seriously trying too even then i think you need to enject male hormones
