It's beyond the highest level of graduation-- PhD. To be post-graduate there is no higher form of valuation for your endeavor, in any acedemically certifiable sense. The Institute for Post-graduate studies at Princeton, for instance, was headed by Albert Einstein for some time. This was a place for fellows who could develop theories from the brilliance of their careers. No council of peers could judge these genius findings.

Anything after a masters degree. Graduate schooll is for masters, anything after is post grad.
