That's a sign of tentanus, which is pretty darned serious. A trip to the ER is a MUST. Get there now, and let them tell you what could have happened if you didn't rather than waste your time here.
Good luck and I hope your little boy and you come through ok.
edit: I just wanted to add that what the doctors do will take away any worry... it's a stitch in time kind of thing.

You don't need to take him to the ER but that red line is more than likely a possible infection. Take him to the doctor tomorrow and next time, try not too go overboard with every scrape, bruise and scratch. Unless, that is, you want to raise a little hypochondriac!
ERs aren't that necessary unless bones are broken, blood is gushing or there is an extremely high fever. Nine times out of ten your emergency can wait til the morning when the doctor opens.
He's a B-O-Y and these things happen. I suggest you take some first aid courses to learn what to do in the case of a real emergency. The Red Cross in your area might have free or low-cost ones.

take him to a doctor or hospital. That usaly is a sign of infection, especially if the line is from the point of entry towards the heart. Get it checked out right away, before the possible infection moves any further.

the red line is cellulitis, an inflammation of the skin.
the best way to remove a splinter is while your son is in the bath. make sure your hands are clean and he has been soaking long enough for his foot to begin to look like a raisin. gently scratch the area with your fingernail. the splinter should pop out easily. clean the area with soap and water.
if the splinter doesn't not come out or the redness becomes worse, take him to the pediatrician or urgent care as he may need antibiotics.

What was the splinter, if it was metal then yes take him he could have a poisin going through his body, Keep an eye open for it and continue to clean it with warm soap and water rince well and use a topical cream such as neopsporin and keep a bandaid on it. He should be fine, but if it gets worse, take him to the emergency room. good luck

If he has a red line, then it most likely is an infection. Take him to either the ER or Dr right away. You do not want the red line to travel to any vital organs.

The red line indicates that an infection has entered the blood stream. Take him to the doctor, he needs to be on an antibiotic.

Take him to the emergency room... go now-don't wait. It could be blood poisoning. Better safe then sorry.

Holy Christ, to read all these answers and wonder about who actually puts faith in them is mind boggling.
