If I were driving I would leave by 7:30, but I wouldn't drive at all during those times between San Bernardino and San Pedro. I would use the Metrolink train to LA Union Station and catch the MTA #445 San Pedro express bus. Doing so will save you a lot of stress! Both the train & the bus are safe, reliable and reasonably priced. In fact your train ticket is valid to board the bus round trip! The travel time for the first segment via train is about 70 minutes and the bus is about 60 minutes so if you go that route you could likely leave at about the same time (7:30) as would be necessary to drive, only arrive relaxed! Yikes---you are basically driving from one side of metro L.A. to the other during rush hour (if it's during the week). If you are catching a boat you will have to be there extra early....Jezz if you MUST be there at that time I would leave no later than 6:30am...that might relax you a little....

I suggest you leave as early as possible, say 6 am or 6:30, and you should make it no problem. Should take you about two hours or less.
