This local grocery advertises that their ground beef is fresher because they grind it three times a day. Wouldn't this expose the meat to more bacteria?

Sounds like they grind fresh batches three times in a day,this way the customer is not getting mince that has been ground a long time ago,freshly ground mince in other words.

I think that they mean that they grind meat 3 times a day not RE-grind the meat.
