They can be sexually mature around 4 months for females 6-8 months for males, varies from dog to dog, can be mature even earlier, but this is NOT when they should be bred. Please do more research in breeding dogs, before you even think about. Just because you have a purbred Pug doesnt mean you should breed her.
Both male and female should be correct ages, 2 years or more for a female, also for a male about 2 years, since you thinking about mix breed puppies, then i guess telling you they need there championship points is pointless. So they should be average height and size for there breed standards.
Both the female and male (even if its a MUTT not a Puggle) should be tested for any genetic problems that can be passed to puppies. Both should be exceptionally tempered animals, and highly intelligent and mentally stable.
After you do that, think about who is going to get these puppies, and what happens if you cant sell all of them. I personally have seen what happens to puppies that were poorly planned, You may not be that type of person so thats why I'll give you the benifit of the doubt. Just really really research this throughly before you try to do anything.

Baby echnidas are called puggles. There is no such dog breed as a puggle! Pug/beagle mixes are having a terrible time with breathing problems, facial structure problems, temperament issues, and so on. There are also many many of these mixes coming into shelters already now that the fad is starting to die. Be a RESPONSIBLE and LOVING owner and neuter your dog when he is old enough.

At 2, once the health testing is all done... breed specific health testing you'll have to check online or read a book, talk to a breeder etc. But generally hips and things like that should be tested... Plus I would wait, it's unlikely that a dog like that is breeding quality... Perhaps you should spay and neuter the pair and leave the breeding to people who have done research and have only the best interest of the dogs in mind.

i definitely agree with texelgirl, people get a new puppy and decide out of the blue that they want to breed it when they get older, there is sooo much care involved, and PLEASE do not breed your dog if it's genes suck, i m so sick of people breeding their worthless dogs, it just makes for more genetically altered dogs in the future, and the breed going to crap. do yourself a favor and get your dogs fixed, the longer you wait with females the greater risk they have of developing mammary gland tumors, or pyometra, which is a pus filled uterus. there is so much more to think about, dont even waste your time unless you are extremely prepared for this.
