you should make sure that his collar is just right so it wont slip over his head and wont choke him to death
but yeah you should just keep taking him outside thats the only way he will learn not to try and run away

You should be walking the puppy with a harness on, not a leash that clips to a collar. The harness fits over the shoulders and buckles under the belly of the dog. This gives much better control of him and you don't risk choking him if he pulls trying to get away. Everything comes down to practice though, so when you walk him make sure he understands you have the control, not him. If he lunges and tries to run away pull him back, make him sit and give him a nice petting. Just keep up the routine and he will learn quickly enough.

You still need to train him on how to walk with a leash. If you let him keep pulling while he's little when he's full grown he'll keep pulling. There are several books on how to train a dog to walk on a leash. One thing you might try is something called "gentle leader" that you can get at a pet store. It looks kind of like a muzzle but he can still bark and bite and everything else you may want him to do. What it does instead of having the leash attached on the collar, it attaches it right below the mouth so when he pulls he jerks his head back. Doesn't hurt the dog just teaches him not to pull.

Some dogs are not running away as much as running to find something interesting to chase or play with. My dog does the same thing. I don't think we can ever let him off leash and be sure he will come back when we say so. But the best thing to try is teach him to come when u say so. Make it a top thing for him to know. and work hard on it. he might just get the hang of it

How old is the pup? What kind of dog? Did you research the breed before you got him?
Important questions to answer. Then take him to puppy school. No matter the cost, it will be worth it.
