When we turn from our sins and receive Jesus as our Lord and Savior, God gives us the gift of the Holy Ghost. It is the Holy Ghost who makes us Holy and acceptable unto God. It is God living in us. It is God's righteousness imputed unto us through His Mercy and Grace, but it is up to us to be obedient unto His Word and His Spirit. So to sum it up, it is God who makes us Holy, but it is up to ourselves to remain sanctified unto God as our Lord.

Holy is word that literally means set apart. In Christianity, we are asked to be holy like God. We are asked to set ourselves apart. Romans 12 calls us to not conform to the world around us. It is another way of saying one is holy--set apart from the wide road that the world follows, rather, we are trying to follow the narrow one with Christ.
