What sort of explanation are you looking for? I would have to know the details of the case and part needs explaining to help you with this.
From what you said I would have to think that it is probably something to do with health hazards. It would most likely me a civil case and the "clean" party is looking for money to fix "damages." Does this help at all?

The Health Department would be notified and issue a closure of the home and property or permanently condemn the home and property if the situation is bad enough. Upon closure of the home the tenants have to make necessary changes to the condition,( professional extermination of the rats, bugs, cleaning, and so on), which would be stipulated by the Health Inspector. They would not be able to return until an inspection was done and the property and home would considered safe and fit to live in. A Judge may fine the owners, demand that an inspection will be done to determine if it is habitable, and require a regular assessment be followed up. If any other by-laws have been broken, they may be liable for those also.

frist you need to prove it in court (1) take picture of there place and where you think they are come from (2) call some one to kill the rat and have them put down where they belive they are come from so you can sue for the cost (3) call the heath departmentand if you can get there report good luck

First try calling the city, it's a public nuisance. It would otherwise be a weak case, unless you can somehow show damage. Can you?
