I haven't heard this term but I would assume it's the number of rows of cinder blocks used in the wall from the footing to the ceiling/floor joists. In this case,13 courses ,would be a little over 9'4". As for 'What to look for.' As long as there is no moisture or cracks in walls or floor, you should be good to go.

I agree with the other answers, it means the basement walls are 13 blocks high. That will be a nice, deep basement with plenty of head room.
When looking at the basement, check for cracks in the floor and walls. Look for any indications of moisture or water problems. Moisture will discolor the blocks over time. Also smell. A dry basement shouldn't smell musty. You can also see what kind of plumbing is in the house and get some idea of the wiring if the basement isn't finished.

the numbr represents the number of rows of cement blocks to build the basement walls. 13 course=13 blocks high
