I don't know if such a balance is 'perfect' but I do know that I wouldn't appreciate a healthy body and mind as much as I do, without at sometime experiencing a lack of health. I wouldn't appreciate a meal as much had I never been hungry.
Crime angers me, and I'm not certain that pure evil is necessary to reveal pure benevolence. In any case, this world is temporary, as are our lives. Perhaps 'evil' people are necessary on some level that I don't yet understand.
I don't think that the balance is as yet perfect though.

A balance of negative and positive is ZERO. That theory is rubbish. Man active in the domain of Satan has at his disposal the use of freewill and the knowledge of good and evil. Even if you know that it is evil to abuse a child, but that is your choice, well that is that. It has nothing to do with anybody but you.
Heaven is a world inhabited by spirits who are born of the Spirit and are led to do the will of GOD. It is a world of bliss. Are you born of water?

I think there is more good than evil in the world, but I think it is up to each of us to combat evil any way we can.
Those of us who have more should find a way to share with those who have less. We should stand up for those who are weak and cannot stand up for themselves. We should make small sacrifices for the good of others whenever we can.

good doesn't balance out evil, that's not how things work. if you tried to put good and evil on a scale, the scale could not hold the weight of either...
the thing is, evil exists because we let it. man gives into sinful temptations. things don't happen because good and evil need to balance out. nothing works that way...

Yeah, everything does have a balance. Every action has an equal and oppotie reaction or result. That's life, you have to work for what you want. Your future is what you make of it.

my thoughts are that for everything good theres about 10 things evil ...... theres not a balance of anything like that ... darkness is the lack of light and is nothing ... neither does light require darkness to exist ...
