before he would look at me and hold my gaze for a while but i guess he's not doing that any more because i once turned away when he did that but why does he look at me, when i'm not looking.

He maybe ahliking on you back girl. My suggestion come up too him from the side any side of him and talk to him then move around to his front. Talk about casual things. Move very slowly and just start talking to him (do not feel pressure and you don't have to talk to him everytime you see him if you don't want too but try to say something to him.)
