Seriously, you can do a lot & never really accomplish anything. That is what the quote means. For instance, you can find 16hrs worth of stuff to do in a day, but still avoid the things you need to actually do something about (a debt, an apology, an onerous chore). See what I mean?

It means to be able to say that someone had "action", he should have gained an objective ( made an accomplishment). On the other hand, a person may be constantly in "motion" but was not able to do (accomplish) something tangible or "good" then there was no "action" . For action to be successful, something tangible and beneficial should have been accomplished. e.g. I am running to and fro in panic - I am in motion but i did not accomplish any "action"

action is somethig that is purposeful...peoples' actions accomplish things and lead to achievements, whereas motion is simply movement.
