i have found that just because people look and talk to me doesnt mean they like me. other wise my grandma is very flirty.

Awfully vague information. How do you know he doesn't like you? The stuff he does to show that he likes you, is it just having good manners?
Actions do speak louder than words. Apparently he's done things on many occasions that shows he likes you somewhat. But has he come out and said that he doesn't want to hang with you?
That said, don't pursue him. Let him know you're available but if he doesn't chase after you then move on.
And when you let him know that you're available for dating state it plainly. Don't drop hints that he may never pick up. And don't be afraid if he says he's not interested. Move on.
Don't play games waiting on this guy when you might find better opportunities out there.

I went through this when i was a senior and i wasted way to much time on a guy who flirted with me and talked to me and acted like he liked me but never made an actaul move. Save yourself the time and tell him that you like him. If he says he doesnt feel the same way then move on, but if he doesn, go for it!
