What are the muscles worked by each, and which one would you suggest as better than the other?

Just my opinion.

The upright row is a dangerous exercise if it is done improperly. As well, discomfort may be felt in the wrists.

The shrug with dumbbells is a terrific shoulder exercise. The shoulder shrug works the trapezius muscle in the back of your neck and will give you the look of larger shoulder muscles. The key is to stand up straight and try to bring your shoulders to your ears. Do not roll your shoulders with this exercise.

shrugs are for the traps and upright rows are for shoulders...
