Yupp most of the time. Though it can be a non verbal move like a smile or a look. That gives them the confidence to make the 'first' move ie come up to u.
It also depends a lot on the age of both people.

sometimes. it depends on the guy. if you make a subtle move and they respond that means they were waiting for you and you should do a more obvious move. if they don't respond then they want to make the first move so hang on and wait for them.

It can be nice. Unfortunately, it doesn't happen with women who prescribe to "traditional" values.
I like women who will be themselves. This includes acting on their sexual impulses.
