and he does it EVERY DAY...
no fleas
even when he has been bathed
or hasn't been bathed for months
i don't know why?

There are several possible causes. The first (and most common) one is allergies. It could also be due to anxiety, a "hot spot", when a dog bites their fur due to restlessness or anxiety. This would be most common if it happens more when he's left home alone or in other stressful situations than it does when you're with him and he's calm. He could also have worms. You would have most likely seen other symptoms as well (diarrhea, vomiting, weight loss, eggs or larvae in stool) but if he has had worms for awhile they can start to irritate his skin and intestinal area. You can try giving your dog (depending on size) 1/2 to 1 benadryl to see if it's allergies. Either way, you will need to take your dog to the vet to determine the problem and/or treatment needed. If your dog has allergies, try switching to a food with few ingredients and no preservatives such as California Natural. The more ingredients, the more things present that may cause allergies. My dog is allergic to most dog foods but does very well with Authority (PetSmart Brand) Harvest Baked Lamb formula. It's also cheaper than most of the higher end pet store brands.

My dog was doing this. After trying everything I could think of I took him to the vet and now he gets cortisone shots about every 3 mons.. What a difference. When he got his first shot he slept for about 3 hours because he wasn't scratching. Please try it. I pay 25.00 every three months. I had to cut down on my food spending but it was worth it.

Flea tick and mite collar (Its likely mites.. and you will never see them they are microscopic.. Kindda like crabs for dogs.. and actually related to crabs or scabies) Or a fungal infection

Other than that take em to your vet.. still gonna be the same answer..
Bathing isnt gonna make a differerence for mites or fungus.. selinium sulfide might (but you will have to get that from a vet)

Secondly it may be like exema.. and for that cortiocosteroids will work.. but those are RX by vet too..

Possibly allergies? Try a grain free food for a few months and then go from there.

this happened to my cousins dog maybe it has dry skin or you dont wash out all the soap and it gets all itchy

He might just have dry skin. You might try a shampoo with oatmeal in it.....just a suggestion!
