I am trying to switch my cupcake business to all organic products...

Cake flour is a finely milled flour made from soft wheat. It has very low gluten content, making it suitable for soft-textured cakes and cookies.

Pastry flour has slightly more gluten in it then cake flour. It is used for delicate pastries.

All organic means is that everything from the growing process was completely unaltered from the way nature intended it for 5 years or more.

Their will be little to no difference in the taste of the recipe. However their texture could be diferent depending on altitude and type of oven used>

Organic flour is a different issue,it makes no difference to the taste of the product,it will make sense to a customer who is interested in organic products,for cup cakes one is better off using cake flour.

No pastry flour has about 2% more protein-[ I'm too tired to write a long paragraph on gluten which is really mis -understood on this forum.] and sice it's not chlorinated it will absorb less liquids and a greater potential for gluten development.
" Organic " is basically a marketing/ moral issue I don't think that it really improves product performance.

I'm confident that it is. Of course it is the glutens you are worried about. I would buy some and test it on a few recipes before switching all together. And remember that the word "organic" is up for debate. As a business owner, you can always use the definition to your advantage. Good luck!!
