If your husband is a permanent resident he can file a petition. However their is a long wait in front of you, for an visa number to become available. The petition he would need to file is an I-130. As a PR your only option is an immigrant visa. US Citizens are the only ones eligible to file the I-129F petition for the K-3.

If he becomes a naturalized citizen there is no wait for a visa number to become available. As the spouse of a US citizen a visa is available once you have an approved petition and complete all the necessary requirements to apply for the visa.

Quick rundown on the process for a Permant Resident-
He can file the I-130 as a PR, and it will be processed. When approved it will be forwarded to NVC (National Visa Center) where it will remain until a visa number is available. In the meantime if he gets his citizenship he can upgrade the petition to that of a USC whereby your case when complete at NVC will be forwarded to the Consulate/Embassy where you will interview for the Immigrant Visa.

There is a US Immigration has a website you can look up. This site is part of the Department of Homeland Security. You may have to start there in your search.
If your husband is a permanent resident, then I assume he holds a Green Card. This should make it relatively easy for you to immigrate to the US. If your husband does not hold a Green Card, then he may be living illegally in the US. Check your facts and make sure of his status. If need be, consult an immigration lawyer. They usually won't charge for an initial consultation.

As a permanent resident, I don't believe that he can file a visa to sponsor you to come to the US, though commonly, when a US citizen marries a foreigner abroad and then wants to bring him or her to the US, they file for a K3 visa. You can check the USCIS.gov site for more information.
