The only Biblical tongue was on Penticost day, in the Book of Acts - it was not an unknown speech, in fact it was understood by every person there, folks from several different languages, and even right down to the dialect of the community they were from. If you hear someone speaking something not to be understood, or gibberish, its not the Holy Spirit, its most likely satanic, and I'd run like hell from the wack-job.

only a person that knows tongue can understand another person speaking in tongues. It's all a gift from the Holy Spirit. It's not being able to speak in German, Spanish, Portugese, Chinese and Polish at the same time. Tongues is more complicated than that.

Probably not in the days we live in because the "tongues" that they are speaking are not languages but just "babble"
In the 1st Century God gave the followers of his son the miraculous ability to speak in tongues. Real languages. This is understandable
when we consider the book of Acts:
Now while the day of the [festival of] Pentecost was in progress they were all together at the same place, 2 and suddenly there occurred from heaven a noise just like that of a rushing stiff breeze, and it filled the whole house in which they were sitting. 3 And tongues as if of fire became visible to them and were distributed about, and one sat upon each one of them, 4 and they all became filled with holy spirit and started to speak with different tongues, just as the spirit was granting them to make utterance.
5 As it was, there were dwelling in Jerusalem Jews, reverent men, from every nation of those under heaven. 6 So, when this sound occurred, the multitude came together and were bewildered, because each one heard them speaking in his own language. 7 Indeed, they were astonished and began to wonder and say: “See here, all these who are speaking are Gal·i·le′ans, are they not? 8 And yet how is it we are hearing, each one of us, his own language in which we were born? 9 Par′thi·ans and Medes and E′lam·ites, and the inhabitants of Mes·o·po·ta′mi·a, and Ju·de′a and Cap·pa·do′ci·a, Pon′tus and the [district of] Asia, 10 and Phryg′i·a and Pam·phyl′i·a, Egypt and the parts of Lib′y·a, which is toward Cy·re′ne, and sojourners from Rome, both Jews and proselytes, 11 Cre′tans and Arabians, we hear them speaking in our tongues about the magnificent things of God.”
-Acts 2:1-11
The disciples understood their mission to "preach the Good News" and this miracle helped them to do just that.
Remember the prophecy that Jesus gave concerning how the Earth would be covered with the preaching work:
and YOU will be witnesses of me both in Jerusalem and in all Ju·de′a and Sa·mar′i·a and to the most distant part of the earth
-Acts 1:8
Now, please note this information taken from a reference publication from 1989:
Can the ability to “speak in tongues” come from a source other than the true God?
1 John 4:1: “Beloved ones, do not believe every inspired expression [“every spirit,” KJ, RS], but test the inspired expressions to see whether they originate with God.” (See also Matthew 7:21-23; 2 Corinthians 11:14, 15.)
Among those ‘speaking in tongues’ today are Pentecostals and Baptists, also Roman Catholics, Episcopalians, Methodists, Lutherans, and Presbyterians. Jesus said that the holy spirit would ‘guide his disciples into all the truth.’ (John 16:13) Do the members of each of these religions believe that the others who also “speak in tongues” have been guided into “all the truth”? How could that be, since they are not all in agreement? What spirit is making it possible for them to “speak in tongues”?
A joint statement by the Fountain Trust and the Church of England Evangelical Council admitted: “We are also aware that a similar phenomenon can occur under occult/demonic influence.” (Gospel and Spirit, April 1977, published by the Fountain Trust and the Church of England Evangelical Council, p. 12) The book Religious Movements in Contemporary America (edited by Irving I. Zaretsky and Mark P. Leone, quoting L. P. Gerlach) reports that in Haiti ‘speaking in tongues’ is characteristic of both Pentecostal and Voodoo religions.—(Princeton, N.J.; 1974), p. 693; see also 2 Thessalonians 2:9, 10.

I don't think so- only because tongues is a prayer language between the heart of God and the one praying. It seems to be reasonable that we use human language for interhuman ( just pretend that's a word, ok?) communication

If they are speaking in your native tongue then yes. If they are speaking in a heavenly language then no because they are not talking to you.

That would be extremely funny. Why don't you go to a Penecostal church and try it?
Respectfully, of course.
