First, fill out the FAFSA form which will tap into need based financial aid from the state and federal governments along with the college itself. It provides scholarships, student loans, and grants. This is to be completed each year after January 1 for the fall semester and will cover the entire school year.
Second, the college's financial aid office and website has a list of private scholarships offered from outside organizations and companies. Sometimes a college major's website will list scholarships, too.
Third, the public library has a book listing scholarships with some not even listed on the web.
Fourth, high school seniors can locate local scholarships at the high school guidance office.

Yes. But depends on how you define "scholarship." Many "scholarships" that fall into the category are really contest. But that doesn't matter (except maybe For tax purposes).
But there are tons of awards out there that are given for all types of reasons! Some emphasize community service or some other talent (artistic, athletic, etc.) Some are promoted by companies that want you to use a product, such as a blog site or even the the Duck Tape Stuck at Prom contest, where you can win money for college for making your prom outfits out of colored tape! Sure, why not? Star athletes did not do well academically, some did not yet there are lots of athletic scholarships.
