There are cells that produce mucus that line your respiratory passages. They produce the mucus that will trap and carry away dirt and bacteria thus cleansing the area. When you drink hot liquids, the heat will transfer into the sinuses and nasal passages and allow them to let out the congestion. Chicken soup or any hot liquids will make you feel better while the cold takes its course. Warm water snorted up into the nose will clear it out. It's a bit messy but works quicker than sinus sprays and cold tablets for me. Sinus and cold meds can have a "rebound effect" that can leave you more stuffed up after a couple days.

It doesn't cause mucus but it could certainly loosen mucus up.
